Kiwi IRC has been pretty good to me - they have a pretty simple web component I use.
I've used them before. Pretty nice setup. However, if you don't want IP address out there, then you'll need to use a VPN, proxy, or whatnot you use Kiwi.
I have a telegram bridge and I enjoy using that on my irc server.
It's certainly added to it in a positive way.
I quit using Telegram when they snuck "1488" into a recent blog post. :| As for bridging chat platforms, I use MatterBridge to connect the IRC and Discord presences of a couple of RP communities that I'm in.
